Louis. He was a longtime member of Olive Chapel African Methodist Episcopal Church in Kirkwood, where he served as a Sunday school teacher and superintendent of Sunday school. disease. He was 67 and lived in Webster Groves. Since 1982, Mr.

Billups was owner and operator of Harold's Pawn Shop on Dr. Martin Luther King Drive. Earlier, he was a self-employed office machine mechanic. He was born in Jackson, and reared in St. Louis.

He attended Vashon High School and served DEATHS Whitson Born and reared in St. Louis, Mr. Whitson attended the old St. Louis College of Business and Finance. He served as a Whitson staff sergeant in the Army in World War II, rein the Army in the Korean War.

A memorial service will be held at 3 p.m. Sunday at Parks Chapel A.M.E. Church, 608 Holland Avenue, Webster Groves. The body was cremated. Among the survivors are his wife of 38 years, Catherine Billups; three sons, Stanley L.

Billups of Minneapolis, Curtis Billups III of ceiving a Victory Medal as well as other honors. The funeral will be at 11 a.m. today at Olive Chapel A.M.E. Church, 309 South Harrison Street, Kirkwood. Burial will be at Jefferson Barracks National Cemetery.

Among the survivors are a son, Michael Whitson of Kirkwood; a brother, Quinton Whitson of St. Louis; three granddaughters; and eight great-grandchildren. St. Louis and Corwin L. Billups of Cambridge, four daughters, Kimberly Billups, Jacquelyn chanan and Gina Billups, all of Louis, and Karen Billups of Houston; 14 grandchildren; and two great-grandchildren.

Memorial contributions may be made to Faith House, 5355 Page Boulevard, St. Louis, Mo. 63112. COLLINSVILLE William David Mifflin, 57, died Saturday. Visitation noon to 1 p.m.

PENILLA See Walther POPLSTEIN, FRANK JOE a long-time resident of Cleveland, Ohio, passed away in St. Louis, Missouri, on October 5, 1999, of complications from kidney disease at the age of 84; Frank was the son of Frank Popistein and Annie (Kocarek) Popistein and a devoted husband of 46 years to Anna (Lichko) Poplstein; he lived most of his life in Cleveland, Ohio until moving the St. Louis area Lady the Snows Apt. Community) to be closer to family.

Frank was a proud veteran of WWII, a retired maintenance supervisor for Gulf Oil Company an ordained Elder in his home church; who loved ballroom dancing, golf, helping, people and making others laugh. Frank will live on forever in the memory of all those who were touched by his laughter, love and concern, and particularly by his children and grandchildren. Frank is survived by his beloved son, Charles Poplstein; daughter-in-law, Diana their sons, Daniel and Charles Joseph; and by his beloved daughter, Helen Bailey and her sons, Rick, Jonathan and Andrew. She and Wilfred F. Hoelscher were married Aug. 23, 1938 in Granite City, IL. He died Sept. 30, 1989.

Mrs. Hoelscher moved to Cape Girardeau in 1986 from St. Louis. She was a member of Westminster Presbyterian Church. Survivors include two sons, Wilfred Hoelscher of South Carolina, John Hoelscher of Colorado Springs, a daughter, Ellen Clare Vaughan of Dexter; two sisters, Mary Damitz of Cape Girardeau, Joanna Block of Denver, 10 grandchildren and 2 greatgrandchildren.
