"EKD OF CIM1SES" 15 MAR 18 1996 ST. LOUIS PDST-DISPATCH 4B ILLINOIS MONDAY, MARCH 18, 1996 "EKD FOR THIS DATE" Some Voters Get Short End Of Ballot Arena Speaker Lee Daniels. Voters in Illinois' 102 counties and nine cities will face one ballot for those who registered the old-fashioned way and a "short ballot" of federal-only races for motor-voter registrants. And because it's a primary, short and long ballots must Be available for each party. How this will be done varies from place to Some will have separate ballots, some will have separate voting machines and some will have machines that can be adjusted from full ballots jo partial ballots.

Chaos is a certainty. "We anticipate calls from the election judgas on election day, questioning whether a person 5s available to vote, if it is a full ballot or a federal ballot, and we anticipate calls from federal-on SPRINGFIELD, 111. (AP) Illinois voters had better check the fine print on their registration cards before going to the polls in Tuesday's primary. Because of Republican resistance, people who registered under the federal motor-voter law will be allowed to cast ballots only in the presidential and Capitol Hill races not state or local elections. Everyone else will be able to vote in all elections.

Even a federal judge's order to carry out the law failed to sway state lawmakers. Now, local election officials are gritting their teeth as they prepare for the primary. "The worst-case scenario is that there will be people who will show up, and they will be angry because they are denied the right to vote in all elections," said Cook County Clerk David Orr, a Democrat. Illinois is one of two states Mississippi is the other to resist the federal motor-voter law, which allows voter registration by mail and at motor vehicle departments, welfare agencies and other government offices. (In the past, people have registered through local election boards or through civic groups or municipal officials who are authorized to sign up voters.) More than 100,000 of Illinois' 6.1 million voters registered under the motor-voter law.

The debate in Illinois centers on the law's provision for registration by mail. Republicans, citing Chicago's storied history of ballot-box chicanery, argue that mail registration is an invitation to fraud. "When you have someone mailing in an application and then you allow them to absentee vote, there's no one who absolutely sees the voter," said Mike Cys, a spokesman for Republican House Mayor Freeman Bosley Jr. has continued to insist on having revenue-producing, commercial development, Eisen said. In November, a federal judge asked the St.

Louis Career Education District to try to put a vocational school there. Fox said Forest Park Community College has offered 10 acres it owns as part of the redevelopment site. "At this point, no one knows for sure what will end up there," Fox said. "What we want is a successful project that would satisfy the needs of everyone the park and the environmentalists, the college, the vocational school and give the city some commercial development." FPAC would pay for planning expenses and has suggested hiring a professional planner to work with the committee, Fox said. To finance its plan, FPAC had proposed using city-issued bonds.

Eisen said the city "prefers cash" and is still negotiating with FPAC to resolve that and other issues. From page one had proposed transforming The a domed, 67-year-old landmark 1 into an aquarium. Condominiums and commercial and public space 'would surround it. "I have an open mind but I would not want to be part of just any development on the site," Wofford said. "If it is to become another shopping center, or a discount mall, I have other things to do And I still see reason to tear down The Arena building." Developer Garrett Balke had proposed commercial development on 14 acres west of The Arena.

Of the meeting, he said, "We'll be there." A source involved in the city's ne-J gotiations with FPAC said the idea of forming a planning committee "made 1 sense" after various people had dif- ferent ideas for what should be on the property. voters who didn't realize they were registered for federal only," said Sangamon County Clerk Joseph FUNERAL NOTICES i Boy Survives Plane Crash That Killed Family lose power while flying low toward a road and shopping area.
