LOUIS POST-DISPATCH THURSDAY, OCTOBER 12, 1995 Attack Ad Skewers Bond For Plans To Cut EPA Budget By Jo Mannies Post-Dispatch Political Correspondent While driving around Missouri earlier this week, Christopher S. Bond heard disturbing news on the radio: An attack ad. With him as the target. The Missouri Sierra Club is waging a withering advertising campaign this week against the Republican senator because he heads a Senate subcommittee that approved a budget cut of more than 20 percent for the Environmental Protection Agency's fiscal 1996 budget.

The panel also voted many restrictions on EPA regulations. Bond is among about 20 members of the House and Senate targeted by environmental groups. The aim, said a national Sierra Club spokesman, is to generate public opposition Statements 'Simply Senator Says saying he never has said protecting public health was unconstitutional. The Clean Air Trust cites a reference in the Congressional Record on Sept. 26, when Bond used the word "unconstitutional" to describe a Democratic proposal that would allow the EPA to skirt any of the restrictions, called "riders," proposed by the GOP if the agency determined that public health was at risk.

Bond said on the Senate floor that such power would put the EPA "somewhere above the Supreme Court." He also cautioned his fellow Republicans to keep the EPA restrictions "reasonable." With a touch of sarcasm, Bond said Wednesday that he found the ad campaign "certainly amusing" because the White House has said his EPA bill is better than the House version. Midkiff with the Sierra Club said his group gave Bond some credit for improving the earlier House version, which cut the EPA's budget by a third. The Sierra Club says it wants no more than a 12 percent cut in the EPA's budget, the same as proposed for other federal agencies. The group opposes restricting regulations. Some restrictions would bar drinking-water standards for certain chemicals, including arsenic, while one would ban adding more sites to the federal Superfund list for cleanup.

Bond said the Superfund ban was temporary, until the law is rewritten. The ban on certain drinking-water standards also is temporary, he said, until the EPA has "good enough scientific standards" for the chemicals in questions. to "an unprecedented assault on 25 years of environmental law" and persuade a House-Senate conference to back off. The committee has not met. The ad has aired on KMOX and around Missouri.

On Wednesday from Washington, Bond called the ad "totally insane, simply untrue." He said it misrepresented his efforts to balance the budget while protecting the environment. Sierra Club spokesman Ken MifflSff said the group sticks by the ad. The Clean Air Trust, a nonprofit grpup in Washington, produced the ad and provided $22,000 to help pay for the broadcasts. The ad is attracting lots of attention. By Wednesday afternoon, Bond's office in St.

Louis had reported 177 calls 142 of them supporting the senator. Bond said those numbers were encouraging him to stand his ground. The Sierra Club said it, too, has received supportive calls. The ad accuses Bond of "listening to the lobbyists for special interests, big business industrial polluters. "He claims requiring the government to protect public health would be the ad says.

Post, he was a writer for what is now the St. Louis Post-Dispatch Magazine, a restaurant critic for the Everyday section and a news copy editor. He retired in 1978 and moved to Florida a year later. In the early 1960s, he was president of the St. Louis Newspaper Guild.

Mr. Sherman was born in Hartford, Conn. He graduated in 1936 from the University of Missouri at Columbia and served in the Army in World War II. No funeral service will be held. The body will be cremated.

Among the survivors are his wife, Bernice Sherman of Ocala; a daughter, Suzanne Aboulfadl of Missoula, a sister, Grace Santoro of West Hartford, and a granddaughter. heart ailment. He was 82. Mr. Sherman was in the newspaper business in St.

of Concord Village, formed a second Parke Thompson Associates, which specialized in the design and manufacture of tools and materials for the electric utility industry. That firm was sold in 1979 to the A.B. Chance division of Emerson Electric Co. He was married for nearly 50 years to Margaret Lawton Thompson. She died in 1976.

He later married Elsie Greene Thompson. She died in 1984. No services are planned. His body was cremated. In addition to his son, survivors include two daughters, Patricia Bliss and Sandra Thompson, both of Long Beach, six grandchildren; and four great-grandchildren.

Parke Thompson II died Oct. 5, 1995, of infirmities at Olympic Memorial Hospital in Port Angeles, Wash. He was 88. Mr. Thompson was founder and president of Parke Thompson Associates, formerly of Fenton.

A native of Millville, N.J., he settled in St. Louis in 1934 and 'worked as the chief engineer at Alco Valve Co. here. After leaving Alco, Mr. Thompson and two area businessmen formed AMP Corp.

for the design and manufacture of carbonation equipment and beverage dispensers. During World War II, the company made mechanical fuses for munitions.
