A Mission That Failed United Nations Secretary General $31,000 STOLEN: POLICE RECOVER ALL BUT $218 HOUSTON, April 8 (AP) -Three men were behind bars today and a fourth was at large with only, $218 unrecovered in three robberies involving more than $31,000.

All of the holdups took place within 45 minutes. The first holdup was in suburban Crosby where a man made off with $29,500 and bank president Arnold H. Garbs as hostage. After a chase one police car rammed the robber's automobile and Garbs wrested a pistol from the driver. Police identified his as William M.

Archer of suburban Green's Bayou. The money was recovered. Meanwhile, in southwest Houston, a robber got $218 at the American Savings and Loan Association. He tied up four women and raped a fifth twice. He escaped and remains at large.

In the third robbery the downtown Liberty Savings and Loan Association lost $1390. An offduty detective arrested Fred Perez Bustillo and Eugenio E. Rodriguez of Sinton, Tex. The $1390 was recovered. EAST SIDE GRAND JURY INDICTS TWO FOR MURDER Two murder indictments were returned yesterday by a circuit court grand jury in Judge James 0.

Monroe's court at Edwardsville. The accused will be arraigned April 17. Norman Stanhope. 46 vears old, formerly of 1126 East Seventh street, Alton, was charged with the murder of his wife. Dorothy, in their home March 9.

He surrendered to police several days later. Mrs. Stanhope was killed with an ax. Michael Klasna, 26. Cahokia, was charged with the murder of Ralph Pace, 27, Edwardsville, on March 14.

Pace was shot to death at Glen Carbon road and ville township. Klasna went to the Madison county sheriff's office immediately after the shooting and handed a deputy a revolver, saying: "Here's the gun, I'm in trouble." ARMY EXTENDING RANGE OF BATTLEFIELD MISSILE WASHINGTON, April 8 (AP) -The Army announced yesterday that it was developing an extended-range version of the Lance battleflied missile. a rocket hailed as capable of hitting a bucket at 25 miles. The present Lance, not vet in the hands of the troops. is in the engineering advanced production stage.

The Army said tests showed that with little modification the missile's reach could be "greatly eXtended." but did not disclose the new range. The Lance is the first Army missile to use packaged storable liquid propellants. It can be moved on the ground or airdropped to the field soldier by plane, and in addition 1 to its ground-to-ground capability can be floated across rivers. ALABAMA APPEALS ORDER ON SCHOOL DESEGREGATION MONTGOMERY. April 8 (AP)-The state of Alabama appealed yesterday to the United States Supreme Court order by a three-judge federal court for desegregating 99 Alabama school systems.

Attorney General McDonald Gallion and another attorney for state, Matt Madison, filed the appeal in United States District Court at Montgomery. The Attorney General said a request for a stay of execution of the court's order would be filed early next week. NATIONAL ASTHMA WEEK WASHINGTON, April 8 (AP) -President Lyndon B. Johnson yesterday designated the week of May 1 as National Asthma week. He said it is a period for honoring what he called the outstanding contributions of the Children's Asthma Research Institute and Hospital at Denver to the treatment, care and the research in asthma.

ACCEPT PACTS NEW YORK, April 8 (AP)A strike by the city's 10,500 firemen was averted last night when the firemen and 28,000 policemen voted to accept new contracts. The old contracts had expired nine months ago. The identical 27-month contracts provide a $1375 package increase, plus fringe benefits, for each man. First-grade firemen and policemen now receive $8438 a year. When approval came, the firemen were holding a mail vote on whether to strike.

They had been conducting an unprecedented work slowdown to protest against the lack of a contract. The firemen had continued performing emergency work but refused to do other tasks, such as fire inspections. The police had said they would not strike. The agreement came after announcement of a tentative settlement early yesterday after an all-night bargaining session. Before the settlement, policemen and firemen had turned down the last of three package offers made earlier in the week by the city.

U.S, AUTO SAFETY AGENCY TO SET HEARING DATE WASHINGTON, April 8 (AP) -The National Traffic Safety Agency plans to set the date next week for the first hearing into its recently established automobile safety standards. The hearing. the agency said yesterday, will deal with a standard designed to minimize injuries resulting from interior features of cars. The agency denied last week appeals bv manufacturers for changes 111 most standards, scheduled to go into effect Jan. 1.

Humphrey arrived in Belgium today to a calm airport welcome in contrast to persistent French leftist demonstrations that attended even his departure from Paris.

Belgian police arrested three men carrying red paint which officials said was meant for Humphrey. Police sources said the three would be detained until the Vice President's scheduled Sunday afternoon departure. Belgian security was tightened considerably after yesterday's leftist clashes with police in Paris. Although the airport reception at Melsbroek military base was orderly, Pekingoriented Communist demonstrators distributed anti-American pamphlets at railway stations and bus stops in Brussels. These urged a protest rally later today.

The pamphlets included slogans like "America equals Nazis" and "'Humphrey-Johnson murderers." Police riot squads were on alert in the center of the Belgian capital, especially on the main boulevards where the Communists were expected to gather. Humphrey's Paris visit was marred by leftist demonstrators who threw eggs and paint and burned a United States flag stolen from the American cathedral. The Vice President was forced to skip a banquet in a smart Champs Elysees restaurant because of the demonstrations. American and French security agents asked him to dine at his hotel to avert further incidents. Forty-six policemen and 80 rioters were injured and more than 130 arrested in the daylong series of incidents which began when Humphrey's plane arrived from Berlin.

Humphrey's hour-long talk with De Gaulle, described as "cordial and frank," covered the treaty banning the spread of nuclear weapons, Europe general and Soviet arms shipments to Algeria. American sources said Humphrey heaped warm words of praise on De Gaulle, telling the French President that he was a great man of courage held in high esteem by President Lyndon B. Johnson. INDIA WON'T INVESTIGATE CASE OF STALIN'S DAUGHTER NEW DELHI, April 8 (AP)The Indian Government rejected a Communist demand in Parliament yesterday for an investigation into the circumstances leading to Svetlana Stalina's defection to the West. Pro-Moscow Communist party leader Bhupesh Gupta demanded the inquiry, charging that the United States Central Intelligence Agency was her away." from Minister Miss Dinesh Stalina's letter to Socialist party leader Ram Manohar Lohia, received here Monday.

In it she said she alone was responsible for defecting. Dinesh, a nephew of Brijesh Singh, whose ashes Svetlana brought to India for immersion in the Ganges river, appealed to opposition parties "not to make political capital out of Svetlana after she has left India." EFFORTS MADE TO AVERT STRIKE BY STEREOTYPERS NEW YORK, April 8 (AP)A special mediation session was scheduled today in an effort to avert a strike by stereotypers scheduled for midnight Sunday against the Island Press. James J. McMahon, president of the stereotypers union, said yesterday that a walkout was planned because Press IS "the only one (of the newspapers) being stubborn about Theodore W. Kheel, chief mediator in contract talks between five dailies and 10 unions, quickly aranged a meeting between the stereotypers and the Publishers' Association of New York.

Other newspapers represented by the association in current bargaining are the Daily News, the New York Times, the World Journal Tribune and the Long Island Star-Journal. The Star-Journal and the Press are both Newhouse newspapers, but are printed in separate plants. Irving Newhouse, who represents the Newhouse group, comment. ELMER RICH DIES AT 84 CHICAGO, April 8 (AP) Elmer Rich, a founder and former board chairman of the Simoniz Company, died yesterday. He was 84 years oud.

Murphy Angered UN Mission to Aden Cool to Offer of London Talks ROME, April 8 (AP) The three-man United Nations mission on Aden flew toward Geneva today despite the British government's invitation to go to London to talk over the mission's charge that the British had failed to co-operate with it. yesterday revoked the appointment of Chief Minister E. T. Joshua, dissolved the Legislative Council and assumed complete control of the small Windward island. In a radio broadcast he said the measures were taken to resolve a political crisis on the island in the British West Indies. St.

Vincent is scheduled to become self-governing In June under a special statehood arrangement with the British. Britain ordered Wednesday a change in the island's constitution giving George power to call a special meeting of the Legislative Council to consider a motion of no confidence in the local government. The island has been in political ferment since a close election last fall. Joshua's government lost its majority two weeks ago when one of his ministers joined the opposition. WEATHER BUREAU CITED FOR TORNADO FORECAST The St.

Louis Weather Bureau received the Director's Plaque yesterday for outstanding work in issuing forecasts and warnings before the Jan. 24 tornado in St. Louis. Roy Fox, director of the Weather Bureau's central region in Kansas City, presented the plaque. It is believed that the forecasts and warnings were partly responsible for the small number of fatalities in the tornado.

Three persons were killed in the storm, which destroyed 168 houses and caused property damage estimated at more than $10,000,000. COUNTERFEITER GETS 30-MONTH PRISON TERM Donald Lee Woods, 5300 block of Arsenal street, was sentenced yesterday to 30 months in prison by United States District Judge John K. Regan. Woods previously had pleaded guilty of passing bogus $20 bills last November. Woods, 28 years old, admitted passing one of the bills in a tavern and the other in an icecream parlor.

COSMOS ROCKET LAUNCHED MOSCOW, April 8 (UPI) The Soviet Union fired another unmanned satellite into orbit today in its Cosmos series of space studies.
