Hadley Griffin, retired chairman of the board of Brown Group Inc. and a man whose love affair with St. Louis took him to the top of some of its most prestigious institutions, died Sunday at his home in west St. Louis County. He was 79.

Death has been attributed to cancer. A national leader in the footwear industry, Mr. Griffin was elected president of Brown in 1968. Clair said that heavy traffic and the many traffic signals in the area seem to provoke some drivers. Police will cite "aggressive" drivers for specific offenses, such as tailgating or changing lanes without signaling. Other may be charged with reckless driving. The six-week crackdown is a precursor to a statewide campaign to curb aggressive driving in Missouri. Survivors include his wife, Phoebe of West County; three sons, Dustin H.

II in California, Peter B. of St. Louis, and L. Perry of Car-bondale, a brother, Dustin H. Griffin of St.

Louis County could run into big trouble starting Thursday. The Missouri Highway Patrol is cracking down on aggressive drivers on 1-270 and Lewis Clark Boulevard. That means if you're speeding, weaving from lane to lane without signaling or tailgat-ing, an officer in an unmarked pickup could be watching for you. Louis community." A son, Dustin H. Griffin II of En-glewood, N.J., said his father was passionate about the symphony. "He deeply loved music for as long as I can remember," he said. "It was one of his great pleasures." Dustin Griffin also said his father had a strong commitment to higher education, especially to Williams College in Williamstown, where he received his undergraduate degree, and Washington University here where he received his law degree. His career in the footwear business spanned a half century.

He joined Wohl Shoe Company in 1947 and took on ever-increasing company responsibilities after Wohl's merger with Brown in 1951. Mr. Griffin was chairman of the American Footwear Industries Association (now Footwear Industries of America) and served on the Industry Policy Advisory Committee to the special trade representative in connection with the "Tokyo Round" of multilateral trade negotiations. He was awarded the prestigious T. Kenyon Holly Award by the TwoTen Footwear Industry Foundation in 1983.

Mr. Griffin also served terms on the boards of General American Life Insurance Ralston Purina Owens-Corning Fiberglas TW Services Inc. and Trans World Airlines.
