Angela Keuss, 18, and Bridget O'Donnell, 16, were killed when a wheel came off a truck being towed by a driver for Hartlage Towing. Three other young women were injured. The wheel bounced over the center median and onto the roof of the women's car. The accident occurred Aug. 18 on Interstate 44 in Webster Groves.

Police applied for warrants charging the tow driver with two counts of manslaughter. But McCulloch said this week that while there may have been negligence in the towing of the truck, it fell short of criminal negligence. Webster, Missouri's attorney general, was joined by Secretary of State Roy Blunt and State Treasurer Wendell Bailey in declaring Lt Gov.

Mel Carnahan, a Democrat, as their common foe in the Nov. 3 election for governor. But Carnahan said Wednesday that he is getting backing from disgruntled Blunt supporters who think Webster "is an unworthy standard-bearer." He declined to name anyone who has switched from Blunt "Let's wait and let them declare themselves," Carnahan said, "but I think the Republican endorsements are pretty forced." Webster sat down with Blunt and Bailey for a private, hourlong breakfast at the governor's mansion. Gov. John Ashcroft, a Republican who is retiring in January, held the meeting.

They met for more than an hour over pecan rolls and egg souffle. Missouri Republican Chairman Tom Fowler also attended. When they emerged for a news conference in the governor's garden, Blunt said the bruising primary, settled with Webster's victory Aug. 4, "was never discussed." "I am unqualified in my support for Bill Webster," said Bailey, who, like Blunt Webster and Carnahan, must vacate his job in January. Webster said he had promised neither jobs nor help with campaign debts to gain support from Blunt and Bailey. And he dismissed the idea that the three-week delay in holding a party peace conference indicated dissension.
