Louis, and Norman Pitcairn James of Milton, two sisters, Katherine James Hall of St. Louis, and Elizabeth "Peggy" James Fulenwider of Denver; and five Memorials may be made to the Henry G. Schwartz Neurosurgical Fund, in care of Washington University Department of Neurosurgery, 660 South Euclid Avenue, SL Louis, 63110. T. Frank James a longtime advertising salesman at the Post-Dispatch and the defunct Globe-Democrat, died Saturday (Jan.

2, 1993) of infirmities at Barnes-Extended Care facility at Clayton. He was 92. Mr. James lived in St. Louis.

He worked in the advertising department of the Globe-Democrat from 1933 to 56 and was classified advertising manager for several years at the Globe-Democrat. He was a retail advertising salesman at the Post-Dispatch from 1957 to 67. Mr. James was president of the American Newspaper Classified Advertising Managers association from 1949-50. Mr.

James graduated from the University of Alabama. He was a veteran of World War I. He was vice president of the Governmental Research Institute from 1967-77. The now-defunct group researched problems affecting state and local governments. Mr.

James also was a member of the Noonday Club, the University Club and Phi Delta Theta fraternity. No visitation or memorial service was held. The body was donated to ended the intifada, the five-year rebellion against Israel's occupation of the West Bank and Gaza Strip. "This is a sort of taking hostages," Faisal Husseini, a Palestinian negotiator, said in Jerusalem. "I don't believe that taking hostages will help us reach an agreement." In southern Lebanon, leaders of the deportees also told correspondents that Rabin's proposal was unacceptable.

"Our people are not going to abandon their struggle against the Israeli occupation," said Dr. Abdel-Aziz Rantisi, a physician from Gaza. "If we become casualties, it's a martyrdom we accept." Israel had yet to arrange the return of 10 deportees who were exiled in error. Lebanon will allow them to return to the Israeli security zone but only the way they had come and that route has been mined. The Red Cross has been attempting to find an alternative, such as evacuation by U.N.

helicopter, that would be acceptable to Israel and Lebanon. All but a 16-year-old youth will go straight to jail if they return. For those families whose men are not among the 10 whom Israel said it would accept back, the shock of the expulsions is slowly yielding to the cold, hard realization of what life will mean without them. "When I first learned what they had done to Mohammed, I shouted in anger, and then I began to cry in despair," Adallah Taamari recounted. The diplomatic struggle continues over the fate of the deportees Lebanon refuses to take them in, Israel insists that it will not take them back, at least not now, and neither the Red Cross nor the United Nations has succeeded in mediating between the two governments. Prime Minister Yitzhak Rabin offered to allow the deportees to return in nine months, cutting short their terms of exile, if the Palestine Liberation Organization and other groups DEATHS ELSEWHERE dren, exiled. We will survive." Taamari maintained that her husband was out of politics. He was convicted in 1981 of membership in Fatah, the mainstream Palestinian guerrilla movement, and released after serving five years of a 25-year sentence.

"He works from 7 a.m. to 2 p.m. at the hospital, he is the father of four small children, he is studying business administration at university part time," she said. "It is home to work, work to home, home to school, school to home. Where would he get time for politics?" Israeli authorities said they would provide no information on any deportee.

"We have our information we know, we know, we know," said a military spokesman, who under Israeli regulations may not be identified. "These people also know what they were doing, and they are lucky just to be deported." Palestinian political sources said that Mohammed Taamari had become active in Islamic Jihad, one of the two militant Muslim groups targeted in the roundup after the killing of six Israeli soldiers and police officers early last month. "He is a nationalist, as are we all, but not particularly religious," Adallah Taamari said. "He does have a beard, however, and a beard to Israelis means fundamentalist, and the bigger the beard the bigger the Islamic threat. Well, Mohammed's beard is pretty big." Beards, in fact, have become a Bethlehem joke since Israel's anti-Muslim crackdown.

"Why didn't Santa Claus come this year?" goes one popular gag. "Well, he had a beard," is the reply, "and the Israelis deported him." Mr. Maestro began his journalism career at a Bologna newspaper, Giornale deU'Emilia, in 1946. He later became the majority partner in a publishing company that included La Na-zione of Florence, II Piccolo of Trieste and the Bologna paper, which was renamed II Resto del Carlino. ANNA WIMSCHNEIDER, 73, a woman whose memoirs about farm life during World War II became a best-selling book and hit movie, died Friday in Pfarrkirchen, Germany, after a stroke.

Mrs. Wimschneider became famous at age 64 after the publication of "Autumn Milk, Memories of a Farmer's Wife," which was written for her children and grandchildren about her marriage and the rigors she endured as a girl. It was the only book Mrs. Wimschneider ever wrote and has sold 1.6 million copies. The book and movie earned Mrs.

Wimschneider more than $2 million, but she never changed her unassuming manner or rural lifestyle. JAKE MILLIONES, 52, a councilman in Pittsburgh and a leader in the city's black community, died'Saturday after a heart attack. Mr. Milliones was elected to the council in 1989, after 10 years on the school board, the last five of them as president. He also was on the city's Urban Redevelopment Authority.

Mr. Milliones was credited with setting up drug-prevention programs in crime-ridden neighborhoods. McKENZIE ALLEN PERRY, 81, a newspaper publisher and confidant of former U.S. Sen. Herman Talmadge, died Friday in a nursing home in Atlanta.

Mr. Perry helped found a weekly paper in Atlanta, The Metropolitan Herald, in 1947 and was editor in chief until 1968. He became co-owner and editor of the Lineville (Alabama) Tribune in 1933 and editor and co-owner of The Citizen-Georgian in Macon County in 1935. He was president of the Georgia Press Association from 1958 to 1959. OSCAR MAESTRO, 86, one of Italy's leading postwar newspaper publishers, died Thursday in Milan after being admitted to a clinic for heart troubles.

Southern Italy Socked In By Heavy Snow Hindus Suspected In Attack On Train In India BARI, Italy (AP) The first heavy snowstorms in southern Italy in years shut down Bari's airport this weekend, closed roads and claimed at least one life, that of a newborn. State television said the infant had breathing problems and died after an ambulance taking him to a hospital got stuck in snow Saturday on the outskirts of Bari, in the Puglia region of Italy's "bootheel." The snow caused hours-long delays Sunday in train service to Puglia, which was also hit by power outages. The airport at Bari, on the Adriatic coast 230 miles southeast of Rome, was closed because of the heavy snowfall. Skiers wanting to revel in the fresh powder on the slopes of Mount Etna in Sicily were disappointed. Police closed off roads to ski areas on the volcano, because snow and ice made the trip too dangerous.

News of India news agency said. Scindia is a leading critic of the Hindu nationalist Bharatiya Janata Party, which was blamed for urging Hindu zealots to destroy a Muslim shrine in the town of Ayodhya last month. The razing of the mosque triggered Hindu-Muslim rioting across India; at least 1,200 people were killed. NEW DELHI, India (AP) People suspected of being Hindu radicals attacked a train carrying a prominent government minister, news reports said Sunday. The official escaped unhurt.
