Louis School District 189 filed suit against the board of education Monday in an effort to halt random drug testing of employees. Their suit says they were directed in a letter from Superintendent Lillian A. Parks to submit to random tests. The suit, filed in circuit court in Belleville, claims the tests violate district policy. Four of the district's teachers have been arrested on drug charges in recent months.

Farewell, Shortstop Sean. Kids Radio, once known as the Imagination Station, signed off the air shortly before 10 a.m. Monday, a victim of grownup money problems. "It's really a sad situation," said Bob Cox, president and general manager of the FM station that had operated here just 10 months. "The kids will never understand it." Susan Hunkins, director of public relations for the station, said, "It's going to create a big void.

We're going through a period of mourning here." The offices for the station, WXJO 95.5 FM, were in Clayton. Its broadcast tower is in Bethalto, 111. Cox said there were 28 full- and part-time employees of the station. Known for its cast of zany, friendly on-air personalities such as Sam 'N' Eggs Sam, Sunshine Suzy and Jamin' Jojo, Kids Radio was the only 24-hour-a-day station targeted exclusively to children under the age of 12, Cox said. The station featured interactive word and math games and brain teasers in which its young listeners would call in answers to the station.

It also featured children's songs and storytelling. Cox Interrupted the programming to announce that the station was shutting down because of a lack of financial support. Cox said delays in obtaining a Federal Communications Commission license prompted key investors to pull more than $300,000 from the project. Kids Radio was poised to pay about $625,000 for the station from Bethalto Broadcasting Corp. of Edwardsville, but the licensing delays made the purchase impossible, Cox said.

Representatives of Bethalto Broadcasting could not be reached for comment Monday. Those four had received recommended scores ranging from 74.86 to 84.79 in the 1982 poll.

Rhine, 39, who is active in the bar association, declined Monday to comment directly about Weber or his reply. "I think the attorneys think very carefully before returning their recommendations," Rhine said. As to his own score, Rhine said, "I am very pleased with the recommendation, especially since I am relatively unknown in some of the more populous areas of the district."
