At Rolla Campus Review Quasi-Furniture With Wit the Rolla campus from October 1974 to December 1976, when he left to become vice president of research for Tyco Laboratories in Exeter, N.H. Before taking the post at Rolla, he served in various capacities with the National Science Foundation, the Massachusetts Institute of Technology, the National Aeronautics and Space Administration, the Federal Aviation Agency, Eastern Airlines and United Aircraft Corp.

Mr. Bisplinghoff was a member of the National Academy of Engineering and the National Academy of Sciences. Surviving are two sons, Ross Bisplinghoff of Wellesley, and Ron Bisplinghoff of Boston, and a sister, Ann Gillespie, of Hamilton, Ohio. complained about the Pipefitters because Jones had failed to defeat a bill related to setting up the new city government of Maryland Heights. The area is expected to become incorporated shortly, when court appeals are exhausted.

Hickey told Jones in the letter, "All you know is it is a Democratic area and you and your Republican cohorts on the County Council just plain dislike Democrats." Jones said he stood by his contention that the bill would allow Democrats and the Pipefitters to get control of the new city's government. Jones and Sen. Thomas W. McCarthy, R-Chesterfield, said they would ask Gov. John D.

Ashcroft, a Republican, to veto the bill if it comes before him. The two senators charged that the bill would allow Edwin Dirck son of Sen. Edwin Dirck, D-St. Ann, to become mayor of Maryland Heights. They said the younger Dirck and eight supporters on an ad hoc committee would be able to appoint their choices to posts in the new city.

Art By James Harris pairing of Patricia Degener's "ceramic-framed mirrors with timothy Curtis' polychromed wood furniture is a natural. Both artists work is full of wit. That's a risky Jluality because it can easily veer into kitsch and Camp, and one-line jokes become boring in art with which "people are expected to live on a daily basis. Degener and Curtis nudge this problem, but both succeed in creating things that merit gallery space. Degener, who is art critic of the Post-Dispatch, has worked for several years with ceramic frames for mirrors.

Typically the frames are in low relief, with a shelf holding three-dimensional objects that are reflected in the mirror. Now she has gone further by inserting images in the mirror itself, applying them to the back of the glass after selected areas of silvering have been carefully scraped away. Her Statue of Liberty mirror is mostly filled with a close-up photo of the statue's head. Before the mirror, which is framed in Art Deco style, is a small model of the statue; its i reflection becomes part of the plane and integrates it into the total composition. The forms are well rendered, the images carefully selected and scaled to one another, the ceramic glazes beautiful; these are civilized creations.

Timothy Curtis is a sculptor who began making furniture a couple of years ago. All the pieces shown are tables of sorts. The tops are generally triangular, the legs highly varied. Lindecke Missouri Political Correspondent JEFFERSON CITY Rep. Patrick Hickey, D-Bridgeton, charged Thursday that Sen. A. Clifford Jones, R-Ladue, had falsely accused Pipefitters Local 562 of being involved in seeking control over formation of the new city of Maryland Heights. Hickey is president of the local.

Jones, who represents the Maryland Heights area, said Wednesday that if a bill passed by the Senate became law, the Pipefitters union would be able to control the new city in the same manner that the union had obtained influence in other areas of north St. Louis County. Hickey said, "The Pipefitters have no one, directly or indirectly, in that community (Maryland Heights) or any other community in North County." He said the Pipefitters had reduced political contributions and involvement in politics in recent years. Hickey sent a letter to Jones, calling him a "spoiled brat" who Former Judge Faces A federal grand jury here indicted on Thursday former Circuit Judge Lloyd G. "Jerry Briggs of Sikeston, on a charge of filing a false income tax return for 1983 by failing to report "substantial income" alleged to have come from the sale of drugs.

Briggs, 56, was charged last year with one count of conspiring to sell cocaine and marijuana, one count of conspiring to conceal assets from the Internal Revenue Service and two counts of filing false tax returns. Kenneth Wangelin. The charge in the indictment that was handed up Thursday is separate from the charges that the grand jury returned Aug. 30. In the new indictment, the former judge is accused of reporting adjusted gross income for 1983 of $36,727. The government claims he earned much more than that through drug sales.

Briggs' wife, Juanita, is named in the indictment but is not charged. In November, Mrs. Briggs and two sons, Paul and Kevin, pleaded guilty to federal charges of conspiring to sell cocaine and marijuana. Winship Senior Editor 7 NEW YORK Innovative director-designer tl Franco Zeffirelli has given the Metropolitan Opera a sumptuous new production of "Tosca" that magnifies its dramatic impact while remaining true to its historic setting. i The 62-year-old Florentine theatrical genius is best known for i his creative reshaping of such operatic classics as "Traviata," "Falstaff," "Don Giovanni," and "Carmen," but the "Tosca" that had its debut Monday escaped any of Zeffirelli's typical tinkering. It remains in Rome, 1800, as the Bourbon monarchy shudders before the advance of Napoleon. "After all the liberties I have taken with productions, I am now going back closer to the work, restoring rather than reinterpreting," the still youthful-looking Zeffirelli said at a dress rehearsal. "Tosca must remain Tosca.

You can't put a -moustache on the Mona Lisa." Zeffirelli has filled the Met's vast stage with gorgeous, solidly realistic sets, detailed background movement that never intrudes on the principal dramatic line, and color used with the effectiveness of an exclamation point. In the first act, Zeffirelli has the church of Sant' Andrea della Valle, in full bombast of marble and gilt, visited not by just a cardinal, as called for in the libretto, but by Pope Pius VII himself, under a scarlet canopy and escorted by Swiss guards and a brilliant retinue. The relationships between the leg forms is a sculptural problem. It is refreshing to see the results of a sculptor working in an area traditionally the domain of craftsmen and designers. The most successful pieces are the clearest about their role as functional tables or as sculpture.

All the parts are brightly colored. The colors, and certain of the forms, reveal the influence of Peter Shire and of the Italian design group called Memphis. such particulars as an inquiring tourist receiving pantomime directions from the sacristan. Baron Scarpia's second act apartment in the grandiose Palazzo Farnese is made more intimate than usual by bookshelves and a fireplace wnose flickenngs add horror to Tosca's desperate actions. A two- level staging in the final act, raised and lowered by elevator, reveals both the Renaissance ramparts and the ancient Roman interior of the forbidding papal prison-fortress on the Tiber, Castel Sant'Angelo.

The cast for the gala opening night, a benefit for the Met production fund with a top ticket price of $250, is not the strongest the Met has ever fielded for a "Tosca" but is generally effective. The subtle reading of Puccini's score by Italian conductor Giuseppe Sinopoli, making his Met debut, is a major contribution to the production's success. German-born soprano Hildegard Behrens, singing her first Tosca at the Met, does not have the stature or elegance ideal for the role of Rome's most celebrated singer, but her voice is a fine instrument, impressive in the big effects, caressing in the softer passages. As her lover, Cavaradossi, tenor Placido Domingo acts with as much ardor as he seems capable of and sings with a freedom and purity that provides thrilling moments. Baritone Cornell MacNeil may not be in the prime of his vocal powers, but he gives Scarpia a richness of characterization that emphasized an aristocratic, reasonable suavity that is just as spine-chilling as overt bruality.
