Two days later an employe was dismissed when appearing with the Clydesdales in Houston, A third man was directed to begin plans for retirement and all the actions were taken without consultation with the union, Girard said. A complaint to the National Labor Relations Board charges that the brewery has refused to bargain collectively on per-, sonnel changes. John J. They seek reaffirmation of U.S. policy "that neither the Soviet Union nor the United States should seek unilateral advantage by developing count-erforce weapons which might be construed as having a first-strike potential." The agreement limits the Russians to about 2360 land-and submarine-based interconti-n a 1 ballistic missiles compared with 1713 for the United States. The United States has more nuclear warhead and is installing multiple independently targeted warheads on its missiles. Unlike the companion defensive-missile treaty, which was ratified by a two-thirds vote in the Senate, the offensive-wea-p 0 agreement requires approval by simple majority vote in the Senate and House.

The House Foreign Affairs Committee approved the agree- inent without amendments yesterday and House consideration is expected to begin next Wednesday. 1 FEATURE BUY if BOYS' WALK SHORTS Walter T. Perkins, whose job at Tyn-dall's Air Defense Weapons Center included processing and firing classified documents, was supposed to have destroyed the documents last Sept. 10, government witnesses testified. Men's I Iff ri sgo backing of the Senate Foreign Relations Committee, Chairman J. William Fulbright Arkansas, was prepared to op pose any amendment to the simple resolution to approve the agreement, which was signed in Moscow May Fulbright 's position was prompted by a brewing dispute over White House endorsement of an amendment proposed by Senator Henry M. Jackson (D Washington.

Jackson proposed language urging that the United States achieve equality in any future agreement with the Russian. Members of the Foreign Rela-Hons Committee, which ap-proved the agreement unanimously and without reservation, objected to tha amendment as implying that the United States was being shortchanged in the agreement on offensive weapons. With only Senate Republican leader Hugh Scott of Pennsylvania abstaining, the committee adopted a statement yesterday clearing the way for Senate debate today and resolving to oppose any amendments. "Approval of the agreement without amendments or interpretations will represent clear approval by the Senate of the interim agreement and will provide the best opportunity for Phase 2 negotiations to lead to agreements assuring the overall equality of nuclear strategic systems and the maintenance of a deterrent," the committee statement said. Three Men'g Deaths Laid To Underworld NEW YORK, Aug. 11 (UPI) The bodies of three men who had been killed in gangland style were discovered in the New York area yesterday. Po lice speculated that two of the men might have been victims of an underworld narcotics fight. Those two were tentatively identified as Phillip D.

His mother burst into tears. An appeal is planned. "The whole case was tried with the expectation of an ap peal and carrying it through all the appellate processes; if we had won here, it would have just a pleasant sur-' prise," Rothblatt said. The next step in an appeal would be with the Air Force Court of Review, then the Court of 'Military. Appeal, and, if necessary, the Federal Dis trict Court of Appeals, because three of the charges against Perkins are felonies.

After hearing appeals for le niency and mitigating circum stances, Peck will deliberate on the sentence for Perkins. Peck convicted Perkins of possessing five secret docu ments, attempting to pass them to Soviet agents and falsifying an Air Force form stating he had 'destroyed the documents last Sept. 10. Air Force witnesses testified during the week-long court mar tial that Perkins had a ticket to Mexico City, a hand-drawn map of Mexico City area and live documents in nis posses sion when arrested last Oct. 18 at the nearby Panama City, airport.

The government contends Perkins planned to deliver the documents to a Soviet intelligence officer assigned to the Russian Embassy in the Mexican capital. Hanrahan and 13 co- defendants, said he heard voices shouting, "kill them" in the weapons raid, Bell's testimony conflicts with a statement he purportedly gave his lawyer two weeks after the raid. In the statement Bell al- legedly admitted he picked up a shotgun when he ran into a back bedroom after hearing poijce at the door. The statement, which was unsigned but was identified in the context as an interview with Bell, was found with three similar documents last month in the files of a Black Panther attorney. Defense attorneys have said the statements contradict testimony that Bell and other Panthers gave to the county grand jury that subsequently indicted Hanrahan on charges of conspiring to obstruct justice after the raid. 3 Dead In Rail Crash CALUMET, Ouebec, Aug.
