Channel 5, KMOX-AM). Funeral services for William R. Regan, executive vice president of the St. Louis Electrical Board, will be at 10 a.m. tomorrow at St.

Margaret of Scotland Catholic Church, 3854 Flad Avenue. Burial will be in Sts. Peter and Paul Cemetery. Mr. Regan, 57, died Saturday of cancer at Lutheran Medical Center, 2639 Miami Street.

He received an accounting degree from St. Louis University In 1949 after serving with the Navy in World War II. He then worked in accounting and stopped going to work rather than accept a transfer to Ferguson. She said she was an epileptic and could not endure the strain of traveling the -additional distance to Ferguson. Bastian said the four defendants in the courtroom Monday had "engaged In I a conspiracy" to deprive her of the right to free speech.

The four are Terry I Allen and Joseph Dietrich, both former, directors of the state division; John Holmes, former office manager at St. Ann; and Charles Boedeker, who is and was district manager when Mrs. Bauers departed. A fifth defendant Bruce Comett, current director of the state agency was absent Monday. Representing the defendants was Preston Dean of the state attorney general's office.

In his opening statement, he discounted allegation that Mrs. Bauers was harassed. Dean said a state auditor's investigation prompted by Mrs. Bauers' reports had led to disciplinary action against at least one other employee. And he said that evidence would show her medical problem was not so severe as she would contend.

Mrs. Bauers' case was dismissed tn March by accident. A law clerk told one of the attorneys involved, who told the other, that the case was being postponed a day. It was a mix-up, but the judge didn't know that when the case came up the same day. Neither side showed up, and the judge dismissed the case.

After; discovering the mistake, however, the -judge granted a motion for a new trial. By Howard S. Goller Of th Poa-Dfptch Staff State officials tried to transfer Doris J. Bauers from her Job in the St. Ann office of the state Division ot Employment Security as punishment for reporting fraud and mismanagement, her attorney said Monday in federal court.

"They didn't want this to get out They didn't want to get In trouble. And they didn't want to get caught," said Michael P. Bastian, Mrs. Bauers' attorney. He made the comments during his opening statement in a hearing on her suit alleging harassment.

Bastian said Mrs. Bauers knew that workers had approved unemployment benefits for unqualified recipients. When Mrs. Bauers complained to her superiors, she was harassed and Intimidated, Bastian said. The case Is being heard here by a jury before Chief U.S.

District Judge H. Kenneth Wangelin. The suit names five defendants, all past or present officials in the Division of Employment Security. Mrs. Bauers has asked for $50,000 in actual damages, as well as punitive damages.

She has been on leave of absence most of the time since she left her job. Mrs. Bauers, 51, worked for the division 30 years. She lives in Overland, about two miles from the St. Ann office where she was a claims supervisor until April 1981.

In 1968, he became an executive for the Electrical Board, a trade association that promotes electrical use in the area. Mr. Regan was active in the sports program of St.

Margaret of Scotland Parish, and received the Catholic Youth Council's All-Sports Award in 1974. He was a member of the A.J. Cervantes Convention Center Commission, the Society of Association Executives, the International League of Electrical Associations, the Illuminating Engineering Society, the Regional Commerce Growth Association and the Engineers Club. Surviving are his wife, Catherine; William R. Regan and seven children, Bob, Annie and Chris, all at home, and Kevin, Tim, William and Mickey, all of St.

Louis; and a sister, Betty Lawless of St. Louis County. Harry Karl; Shoe Store Heir Who Married 2 Hollywood Stars Murder Charges Dropped After Plea Is Made In Shell Attendant's Killing Karl, Miss McDonald got a divorce in Nevada and when a reconciliation was rumored, offered, "You can't heat up yesterday's mashed potatoes." But they remarried the same year, separating in 1955 when Miss McDonald contended that Mr. Karl had beaten her while she was pregnant. She got a $1 million settlement.

Mr. Karl briefly was married to socialite Ruth Lamb and also to Joan Cohn, widow of Columbia Pictures President Harry Cohn, but that marriage lasted just 22 days. Mr. Karl married Miss Reynolds in 1960 after singer Eddie Fisher left her for actress Elizabeth Taylor. That marriage lasted until 1973 when Miss Reynolds sued for divorce.

Mr. Karl entered the hospital July 29, underwent a bypass operation Friday and died Saturday night. Surviving are a son, Harrison; and three daughters, Judie Anderson, Denise Bailey and Tina Marie Karl. LOS ANGELES (UPI) Funeral services will be tomorrow for Harry Karl, heir to a shoe-store chain fortune and a one-time husband of two Hollywood stars. He died Saturday at Cedars-Sinai Medical Center after open heart surgery.

He was 68. Mr. Karl was one of scores of orphans sent from a New York foundling home to new lives in the Midwest. He took his adoptive father's name and inherited his chain of Karl's Shoes stores. He was married five times, once to Debbie Reynolds and twice to Marie "The Body" McDonald.

Mr. Karl and Miss McDonald were first married in 1947. Seven years later, Miss McDonald was charged with driving under the influence of drugs and hit-and-run driving. Karl was charged with felonious assault for trying to run down two news cameramen. The couple each paid small fines.

Saying she was "allergic" to Mr. Chancellor said Marshall also on Monday pleaded guilty of auto theft in the case. Mrs. Coleman, 28, of the 4100 block of North Florissant Avenue, was shot In the right chest during the robbery. She was working alone in a locked office enclosed by bulletproof glass whet) robbers kicked in a side door, police said.

The robbers took about $400 from the cash drawer, and shot her as she tried to stop them from leaving, police said. The robbers were arrested a few minutes later in a stolen carl authorities said. I Kevin Booker, 17, of the 2200 block of Oakdale Avenue, Hillsdale, was charged with capital murder in the case. His trial is scheduled for Sept. 7.

St. Louis prosecutors have dropped murder charges against a 15-year-old boy who had been accused in the slaying last year of Linda Coleman, an attendant at the Gateway Shell Station, 721 North Tucker Boulevard. John D. Chancellor, special assistant circuit attorney, said that the murder case was dismissed Monday after the youth, Zachary Marshall, pleaded guilty of first-degree robbery in the case. Prosecutors recommended that Judge Daniel Tillman sentenced Marshall, of the 1700 block of Can-Street, to 20 years in prison.
