Aiken Vermont, the senior Republican on the Senate Foreign Relations Committee, reopened the Vietnam debate in the Senate yesterday by urging the Administration to begin immediately an "orderly withdrawal" of American forces from Vietnam. "Common sense should tell us that we have now accomplished our purpose as far as South Vietnam is concerned," the Senator said in a Senate speech, "So it is my belief," he said, "that the United States would do well to advise the South Viet er), fortified with the Sacra- namese Government immediately of our intentions and then start an orderly withdrawal of our military personnel, returning that country and that war back to its rightful owners.

"It may take some time to complete this operation, but it should be started without delay," he said.
