Audrey I. Mooney, 62, of Salem was killed Saturday evening when her car was struck by another vehicle on Missouri Highway 32, two miles west of Salem. Bryan Baker, 19, and Etta Llttrell, 23, both of Bland, were killed Friday night after Baker's car left a county road about seven miles south of Bland, crashed into a creekbed and caught fire.

Mary I. Caselman, 71, of Kansas City died Saturday evening when her car collided with a boat being pulled on Missouri Highway 7. Her car then struck another vehicle and was hit by a third car. Shirley Williams, 54, of Flemington was killed near Humansville on Friday night when her pickup truck left a road in Polk County, struck a bridge and overturned. Fifteen people were killed In traffic accidents during the Memorial Day weekend last year.

The most killed in the 78-hour period, which extends from 6 p.m. Friday to midnight Monday, was 31 in 1969. Fourteen people were killed in traffic accidents in Missouri during the Memorial Day weekend, the highway patrol reported. William A. Trammel, 18, of Maryland Heights was killed early Saturday in Lincoln County when his pickup truck left Missouri 79 just south of Elsberry and overturned.

Tina M. Roman, 28, of Perryville' was killed early Sunday when her pickup skidded off Missouri Route just east of Perryville and struck three trees. Carl W. Sabins, 13, of West Burlington, Iowa, was killed Sunday evening when his family's car collided with another vehicle in Clark County, in northeastern Missouri on the Iowa border. Twelve people were injured, including five members of Sabins' family and seven people In the other vehicle.

The accident occurred when the car driven by the victim's father, Carl B. Sabins, 33, swerved to avoid a vehicle and slid into a van in Luray on U.S. 136. The van was driven by Gene Phillips, 38, of Luray and was carrying six passengers. One passenger was hospitalized and the others were treated State Trooper Catches Teen In Stolen Car Noboru Takeshita Prime minister Yasuhiro Nakasone Former prime minister A 16-year-old boy was captured in north St.

Louis County on Monday afternoon in a stolen car after a brief chase by the Missouri Highway Patrol, authorities said. A second male in the stolen car escaped. A 1986 Chevrolet Camaro was stolen from the parking lot of the Venture store in St. Peters about 1 p.m. A few minutes later, Trooper Steve Ak-ridge spotted the car eastbound on Interstate 70 near Lambert Field.

The driver of the stolen car sped up when the trooper approached, and a chase ensued with speeds in the 90s. The Chevrolet tried to exit 1-70 at Hanley Road but struck a concrete median, flattening some tires, Ak-ridge said. Two youths jumped out of the car, but Akridge caught one of them nearby. The one who was caught was booked on suspicion of auto theft under the juvenile code and for several traffic offenses. Japan's Top Leaders Will Not Be Charged FUNERAL NOTICES Compiled From Newi Services TOKYO Prosecutors investigating Japan's explosive influence-peddling scandal announced Monday the end of their inquiry by declaring that they had not found sufficient evidence to charge Prime Minister Noboru Takeshita or any other major political leader with criminal activity.

The long-awaited announcement concluded a crucial aspect of one of the most painful chapters in modern Japanese history but cleared the way for Japanese voters to render what could be a devastating final judgment in elections this summer and next year. Along with Takeshita, those escaping indictment after the eight-month-long investigation included former Prime Minister Yasuhiro Nakasone and at least three Cabinet members in Takeshita's government. The prosecutors closed their inquiry by bringing misdemeanor charges against four aides to senior politicians. In addition, 13 businessmen; bureaucrats and legislators have been charged with bribery in the scandal. Charged Monday were Tsuneo Hat-tori, an aide to former Finance Minister Kiichi Miyazawa; Fumio Shimizu, an aide to Shintaro Abe, secretary-general of the ruling Liberal Democratic Party; and Kikuo Katayama and Masayoshi Sakamaki, aides to former Agriculture Minister Mutsuki Kato.

Authorities said the four had failed to report donations from the Recruit the information and publishing conglomerate that is at the center of the scandal. If found guilty of the misdemeanor charges, the four face fines of up to $1,400. The scandal forced Takeshita to announce April 25 that he would resign. The initial commentary from politicians and news broadcasts was that the most guilty men had escaped criminal charges. There was little blame voiced against prosecutors, and no one accused them of bowing to political pressure.

Rather, it was widely said that despite strenuous efforts, the investigators had been unable to establish evidence of specific favors done in return for illicit campaign payments by Recruit which had passed out millions of dollars to politicians, bureaucrats and businessmen. The governing Liberal Democratic Party is likely to have serious political problems even though its top leaders are free. Much of the ruling party's elite has been implicated in the scandal, which sent public approval ratings of the government to all-time lows. A close aide to Takeshita committed suicide April 26, the day after the prime minister said he would resign. But only two legislators face prosecution in the scandal, and the announcement of the investigation's end drew immediate charges that others who might be involved in the scandal had got away.

"This will not satisfy the citizens of Japan," said Tsuruo Yamaguchi, secretary-general of the opposition Japan Socialist Party. "Often what passes for collaboration is simply a paper agreement," said Alison Bernstein of the Ford Foundation. "Students are always in danger of losing time and losing credit, and taxpayers are in danger of losing money, because two- and four-year colleges haven't come to an agreement." Eaton and Bernstein said at a news conference that community colleges had grown on a wave of interest in career education in the 1970s. When enrollment leveled off in the 1980s, they said, questions arose as to the two-year colleges' effectiveness, especially with regard to minority and low-income students. Almost half the nation's 2 million minority college students attend two-year institutions. One in six students entering a two-year college last fall was from a family with earnings under $15,000, compared with one in 10 of the entering freshmen at four-year institutions.

Other phases of the project are scheduled to follow the partnership experiments. They involve finding ways to encourage transfers through federal policy and holding regional meetings to discuss how different types of colleges and universities can encourage transfers of minority and low-Income students. WASHINGTON (AP) The American Council on Education and the Ford Foundation announced on Monday an 18-month project to encourage community and junior college students to transfer to four-year institutions. A major thrust of the project is to increase the number of minority and low-income students moving to four-year colleges and universities, the sponsors said. The country has about 1,250 two-year community and junior colleges.

Many of them serve heavy concentrations of minorities and students from poor families, said Judith Eaton, the project director and president of the Community College of Philadelphia. Eaton said the transfer rate to four-year colleges was estimated to be between 6 percent and 20 percent. But some surveys have found that 70 percent or more of students at the two-year institutions say when asked that they want to go on to earn a bachelor's degree. The first part of the $1.2 million project, due to start in September, will pair 25 two-year institutions with four-year colleges and universities. The partner schools will collaborate on projects such as redesigning courses to make credits transferable, developing faculty-exchange programs and establishing pilot programs for two-year students with potential to OBITUARIES Robert J.

CAREY, 81, an influential labor leader and former director of the Xavier Institute of Industrial Relations, died Saturday of a heart attack in New York. He was ordained a Jesuit in 1938.

In the 1940s, Father Carey worked with dockworkers in New York City. His assistant, the Rev. John Corridan, was the model for the priest, played by actor Karl Maiden, who struggled to help longshoremen in the film "On the Waterfront." From 1940 to last year Father Carey headed the Xavier Institute In New York. The institute, which closed last year, instructed union officials and provided a forum for the arbitration of labor disputes. Father Carey was a professor of economics at Fordham University from VIS to 1974.

JEFF DUNCAN, 59, who founded dance companies in Baltimore and New York, died Friday in Baltimore of acquired immune deficiency syndrome. Born in Longview, Texas, Mr. Duncan studied with such dancers as Robert Joffrey, Doris Humphrey, Betty Jones, Jose Llmon, Anna Sokolow and Alwln Nickolais. In the mid-1960s, he founded the Dance Theater Workshop, now based at New York's Lincoln Center for the Performing Arts. He directed it for more than 10 years before moving to Baltimore in the late 1970s.

At the University of Maryland, Mr. Duncan formed the resident Impetus Dance Company. He also performed jtni choreographed works for the Baltimore Theater Project..
