8 8 8 repairs, cash propers prompt plate Feb. 16, 1968 ST. LOUIS POST- DISPATCH Nixon Would Reserve Use of Nuclear Arms BOSTON, Feb. 16 (UPI) Richard M. Nixon said today the United States should use tactical nuclear weapons only if it is attacked by a "massive land power" or in retaliation for a nuclear assault, Asked what his criteria as president would be for unleashing a "nuclear holocaust," the former Vice President replied, "Conventional weapons are awesome in their power and so long as they do their jobs, nuclear weapons are not necessary." He said this country should not become involved in a land war with a "massive land power" like the Soviet Union or Communist China.

If it did, he said, "then we should be in a position to use tactical nuclear weapons."
