69, In PHm.ii for Forgery, Says He Kxpeets Business. bpecial to the Fost-Difrpateh JEFFEKSON Dec. 8. At the hearing of Charles Christian Crone of St. Louis before the State Prison Board on his application for parole today, no protests were filed.

Crone answered a few questions propounded to him by members of the Board. He has served four years and two months of a 10-year term for real estate forgeries. When asked by the Board what caused him to forge the first document. Crone said his accounts were running behind and his finances were in bad shape. When asked whether members of his family were in position to give him a "lift" in the event of his release.

Crone said he did not want a "lift" and that although he was 69 years old, he expected to a living in the poultry business when released. New Manager at Planters. James Chappelle of Kansas City, former manager of the St. Anthony Hotel, San Antonio, today was appointed manager of the Planters Hotel to succeed Kdwin H. Leo.

With 18 capital ships 12 super-dreadnaughti and six giant battle cruisers under construction, all representing the last word in naval construction, and several superior to any fighting vessels now in commission, the navy is "pressing forward to greater things," Daniels said. The secretary recommended extension of the course at the Naval Academy to five years so the midshipmen may spend one year afloat enlisted men. The actual cost of the navy to the nation during the war was placed by the secretary at $2,982,000,000.

During the next fiscal year, he said, the navy's needs will be approximately $573,131,254, or approxi-'; mately $40,000,000 less than the sum asked for during the present fiscal year. i Nations Recognize Austria.
